Rulings and Appeals

The Tournament Director shall be summoned to a table as soon as attention is drawn to an irregularity. After the Director has given the ruling, any appeal against such ruling will be dealt with in accordance with the provisions of the Review Procedure set out hereunder.
 

Review Procedure

  1. Appeals will be heard by a Reviewer appointed by the Championship Committee in accordance with law 80B2(k).
     
  2. When the tournament director notifies players of a decision, they will be told of their right to seek a review and of the possible grounds for seeking such a review.
     
  3. The time limit for seeking a review expires 30 minutes after the end of the session or the mini-session (10 boards).
     
  4. The TD will fill in details of the decision on the relevant form, and then the player may complete the form stating his reasons for asking for a review.
     
  5. A monetary deposit of PLN 100 must accompany the form.
     
  6. The Reviewer will check:
     
    1. that the TD has gathered the necessary evidence of what occurred when the infraction arose,
    2. that the correct law was applied,
    3. that other TDs were consulted where appropriate,
    4. that in matters involving the judgement that was exercised by a player following unauthorised information, incorrect explanation or failure to alert, number of suitable players have been asked appropriate questions to enable a judgmental view to be obtained.
       
  7. The Reviewer will check that the ruling that was issued based upon all the information available to the TDs was within the bounds of reasonableness. The fact that the Reviewer might have determined a slightly different ruling would not be good reason for the ruling to be varied.
     
  8. In the event that the process had not been followed properly in some material way, the Reviewer will ask the Chief TD to correct the failings and issue a new ruling.
     
  9. If in the opinion of the Reviewer there is insufficient basis for requesting the review one or both of the following sanctions may be applied:
     
    1. Forfeiture of the monetary deposit,
    2. The penalties described in PBU General Conditions of Contest will be deducted from the score of the appealing side, specifically:
      • 15% of the Top in pairs,
      • 3 IMP in the Butler or in teams of knock-out phase,
      • 1 VP in the teams.
         
  10. The decision of the Reviewer is final, but Law 93 C2 may apply.
